There is a decorative plastic cap in the head of the screw (allen head). Ease it out with a thin bladed knife or screwdriver. They crack very easily, especially that near to the exhaust, where they become heat embrittled. The screw itself may need a bit of penetrating oil to loosen its grip in the peg body threads.
